The main purpose of the Access Control page is to determine who can see the content on the page and who can edit it.

The Administrator is always enabled.  For RetamaVillageAC, generally the Authenticated user is enabled to view the content.  The Anonymous user is not often enabled to view anything except when Retama Gun Range pages are involved.

Editing is authorized for different users based upon their task, like Activities and Committee can alter and create Announcements,
